Cleanroom compliance – who is responsible?

A regulated Cleanroom only stays compliant if everyone knows their role. In practice, responsibility is shared across the organisation and stakeholders.

 

1. Senior management / licence holder

Ultimate legal responsibility. They must provide budget, resources, and a culture that prioritises compliance over short-term production pressure.

 

2. Key Personnel

For a cleanroom facility with a manufacturing licence (MIA), the key personnel are the Qualified Person (QP), the Head of Production, and the Head of Quality Control. Responsible for the day to day management of the cleanroom.

 

3. Quality Assurance (QA)

Owns the Quality Management System. QA approves the URS, signs off DQ/IQ/OQ/PQ, reviews monitoring data, and investigates deviations. The QP has ultimate responsibility for QA. No product should leave without QP approval.

 

4. Engineering / Facilities

Responsible for ongoing performance of the cleanroom and delivery of the classified environment (e.g. particle counts, pressure, airflow) and keeping HVAC, filters, and monitoring systems in a qualified state. If the Cleanroom drifts out of specification, Engineering owns the fix.

 

5. Production / Operations

Day-to-day custodians. Operators must follow gowning, cleaning, and material transfer procedures exactly. Line supervisors must stop production the moment something looks wrong, e.g. a pressure alarms, a torn glove, or a spillage.

 

6. Validation / Qualification team

Proves the Cleanroom works as intended and keeps proving it through re-qualification. They bridge Engineering and QA.

 

7. Cleanroom users & Maintenance/Cleaners

Often overlooked but critical. Every person who enters (scientists, maintenance technicians, cleaners, contractors) is responsible for not breaking containment or classification through poor behaviours.

 

In practice

Compliance fails when these groups point fingers instead of working together. The most successful facilities run cross-functional Cleanroom governance teams that meet monthly, review data, and fix issues before inspectors arrive.

Remember: Regulators don’t care whose “job” it was, they care that it wasn’t done or wasn’t recorded.
